The three story high "One Nation Under CCTV" depicts a child on a ladder painting the text on the wall while being observed by a security, a guard dog, and the real CCTV camera on the wall next to the painting. This camera apparently caught the whole thing, but nobody thought anything out of the ordinary when a team dressed as city engineers or the like turned up and erected scaffolding, appearing to be doing their jobs...not until they packed up their gear and left this... I take it you are unfamiliar with his body of work? Almost all of his work is technically illegal, but it is context-specific, and couldn't really be done any other way. This is what guerrilla-art is. Besides, many would argue that it does a lot more good than harm. There was an incident a while ago where the rail works painted over some walls that bore his work. The local public however, complained about this to the degree that maintenance workers there now carry style-guides to recognize Banksy paintings when they see them, so as not to cover them up again. These days, any property owner who finds their property "vandalized" like this would much more likely contact their local art-auctioneer than lawyer anyways, since a section of wall bearing his work will often be valued at a higher price than the entire property would otherwise be worth. I doubt it, it's a post building, so the government is the owner. Besides, with the exception of a few recent commissioned pieces, none of his work has been done with permission. He's actually hidden his identity for years for this reason, his agent being the only one who actually knows who he is (although he's been recently outed as Bristol native Robert Banks) Most of his work is on public property, which is in and of itself an important contextual element to the work. "How else did they sit there with the scaffolding to put it up?" He and a small crew apparently did it dressed in city works uniforms, and first covered the area in a tarp, so that nobody could see what they were doing until it was done. People see someone who looks "official" and think nothing of it... I think there a book of photographs of his work with Essays commenting on them would be an wonderful read. And especially as you have said the piece increases the value of the property, his work would be an acception to the rule about vandalism and graffiti. "One pound of flesh, no more no less. I've noticed with the increase in cam surveillance, the British in particular have been striking out in protest with clever ways. Aside from this beauty, some people have been known to carry signs declaring what they are doing ("Going to work", "Going home") when passing street cameras, and I heard about a troupe who got together to perform skits in front of them. The genius of Banksy though is that his work is not mere tagging, it is artistic and subversive and because it speaks out for the people has won their support. Incidentally, there are some pieces of urban art around downtown that are ahem inspired by Banksy. Does anyone know if they are licensed or blatant rip-offs? Is it even possible to license such a thing? I'm talking about the pictures of people with scooter handlebar heads. Over 30 years of bringing out the worst in others

Turns out they are ads placed around the city for the new Vespas. I guess when you are a graffiti artist it is difficult to maintain copyright control.
